Scott, a staff presenter, told the committee the chapter consolidates language for amendments and rezones and that much of the wording is drawn from the Arizona Revised Statutes. "That would basically be the council," Scott said when asked whether the term "governing body" in the draft referred to the town council; staff explained the term is intended to cover both the planning commission and the council so the same process applies regardless of where a matter is heard.
A committee member moved to accept the revisions to Chapter 13; another member seconded the motion. During the voice vote the chair called for ayes, and the motion was approved after affirmative responses were recorded.
Committee discussion emphasized that the language is intended to keep process consistent whether a matter is reviewed by the planning commission or by council, and that the revisions follow state statutory wording in places. The committee did not amend the draft at the meeting and staff said they will bring the revised language back to the committee before forwarding it to the planning commission and council.
The committee then moved on to further code chapters and other business.
