Richland County public safety committee approves routine items, recognizes emergency management contributor and schedules jail inspection

At its Feb. 6 meeting, the Richland County Public Safety Standing Committee approved the meeting agenda and minutes, recognized longtime emergency‑management contributor John Heinen and scheduled the committee’s annual jail inspection to begin immediately after adjournment.

The committee took routine procedural votes at the start of the meeting. Chair (speaker 1) asked for a motion to approve the agenda; Cosgrove moved, Thompson seconded, and members approved the agenda by voice vote. Thompson then moved—Severson seconded—to approve the Jan. 2, 2026 minutes; the minutes were approved without recorded opposition.

Later in the meeting committee member (speaker 7) introduced an item to recognize John Heinen for his service in emergency management since 1998. Fleming moved to approve the recognition; Cosgrove seconded and members voted 'aye.' The committee discussed issuing a certificate and agreed to proceed.

Before adjournment, the chair announced the annual jail inspection would take place immediately after the meeting; members were told that no committee business may be conducted during the inspection. Fleming moved to adjourn (second by Thompson) and members approved the motion.
