The Porterville Town Planning and Zoning Commission approved two conditional-use permits on Feb. 25 to allow properties to operate as short-term vacation rentals.
The first approval cleared a request from Austin Spencer to use a basement at 56 North Center Street as a vacation rental. Commissioners focused discussion on off-street parking. According to the application materials and comments during the meeting, the applicant said two designated parking spaces would serve the rental and that an additional driveway on the property provides room for vehicles. After questions from the commission, a motion to approve Spencer’s request passed by voice vote.
The commission then reviewed Chance Bentley’s application for a vacation rental at 590 West Juniper Circle. Commissioners said a plot plan was not obvious in the packet; Bentley (or his representative) responded that the homeowners association permits short-term rentals and the submitted paperwork showed off-street parking. During the exchange one speaker quipped, "I got tired of drawing boxes," when asked about the plot plan drawings. The commission moved to approve the application; one member (identified in the minutes as Alex) abstained, and the chair noted the motion carried with four affirmative votes.
Commissioners said they have not required separate permission letters when HOA rules allow short-term rentals, and they emphasized that adequate off-street parking is a key factor in their reviews.
The approvals came during the commission’s regular meeting and were procedural recommendations; any appeals or code compliance questions will be handled under the town’s permitting process.
