Mocksville council adopts $193,000 budget amendment and approves street acceptance, utility changes and economic development resolutions

At its meeting, the Mocksville Town Council approved a package of fiscal, infrastructure and economic development measures including a budget amendment, street acceptance, policy revisions and two economic development resolutions.
Finance staff presented Budget Amendment No. 5 totaling $193,000, which includes a $15,000 allocation to complete the Lowe's Creek outfall/Lake East property work; the council approved the amendment by voice vote. The council also adopted a resolution to accept ownership and maintenance of streets in the Charleston Meadow Loop off the Charleston Ridge subdivision.
Reyna presented amendments to the town's utility billing policy to reflect a revised fee schedule; changes added pretreatment and impact fees and removed the meter‑interference fee. The council approved those policy changes.
On economic development, the council voted to authorize the town to be the lead applicant to seek up to $500,000 in Appalachian Regional Commission planning funds to explore vertical integration for hemp textiles, partnering with Renaissance Fiber and an academic partner; the town would contribute $2,300 to retain a grants manager to help pursue the opportunity. Town manager Lee noted the potential to help local farmers and processors find market access and partners.
The council also approved a resolution supporting "Project Gully 2," a private expansion proposed to add about 42,500 square feet, a projected $5,000,000 investment and 20 new jobs; the North Carolina Department of Commerce has committed $150,000 toward the project application. Council moved into a closed session later in the meeting and then adjourned.
