Richland 1 board unanimously approves consent agenda, budgets, easement and HR actions

The Richland County School District 1 Board of School Commissioners approved several routine but consequential items at its Sept. 10 meeting, voting unanimously on the consent agenda, special revenue budgets and operational and HR recommendations.
The board approved the consent agenda, which included minutes from Aug. 27 and contract extensions for firewall annual maintenance, specialized student transportation services and an energy savings performance-contracting Phase 5 (vote 5–0).
In finance, project directors presented eight special-revenue budgets for fiscal year 2024–25, including 21st Century Community Learning Center grants, an Arts Commission grant, child and adult care food program reimbursement, and funding for 'Jobs for South Carolina Graduates' totaling $4,100,000. The board approved the special revenue budgets on a 5–0 vote.
Operations staff recommended approving the City of Columbia's easement request for Belvedere storm drainage improvements and stream restoration; the board approved the easement by a 5–0 vote.
In human resources, the administration recommended approval of a leave of absence without pay for employee CW under district policies GCC/GDC; the motion passed 5–0. The board also approved hiring 17 teachers listed in the packet for the 2024–25 school year (5–0).
These votes were recorded electronically, and the administration indicated that additional HR updates were discussed in executive session as information. No recorded roll-call dissent occurred during the meeting.
