Interim superintendent: construction manager search, referendum projects and security upgrades moving forward

Interim superintendent Mister Dougherty told the DD2 Board of Trustees at its June 24 meeting that the district is hiring a construction manager to oversee referendum projects and expects detailed project timelines by August.
"We're in the process of hiring a construction manager," Dougherty said, adding that Dr. Robbins is assembling Gantt charts and project timelines and that a citizen's advisory review team (CART) will be formed to provide public transparency. He said the construction manager will help oversee roughly $200,000,000 in projects.
Dougherty described several capital projects already underway or in planning: HVAC and lighting upgrades at Knightsville and Spann, roofing replacements awarded to Keaton Roofing and Palmetto State Roofing (pending COI and performance bonds), the Fort Dorchester High media-center renovation (demolition in progress, media center renovation scheduled for Oct. 8, 2024), the Sand Hill Elementary wing addition (RFP/design underway and geotech completed), delivery of portable classrooms at Sand Hill, and a fall target for the Fort Dorchester track replacement project.
On safety and security, Dougherty reported districtwide compliance with required drills and an upcoming Raptor reunification training in July. He outlined planned deployment of the Raptor visitor-management system (for visitor and volunteer background checks, late-arrival student check-ins and visitor accounting in emergencies) and said the district is adding secure front-lobby vestibules at Joe Pye Elementary, Fort Dorchester Elementary, Austin Bailey Elementary and Fort Dorchester High School. Dougherty also described planned radio-communication upgrades to improve communications among building administrators and buses and the addition of 3M protective film to exterior school windows as part of referendum-funded work.
Board members praised the combination of referendum funds, 8% funds and TIF money used to advance projects. "It's a breath of fresh air to see all of this work that's happening within our district," one trustee said, thanking staff and partners for the coordination.
Dougherty said more specific information about the construction-manager hire and CART meeting dates will be provided as those items are developed.
The board took no formal vote on individual projects at the meeting; several projects were described as moving through RFP, design or bid-close processes.
