Board agrees to solicit information from local service providers, discusses limits of local preference

During a review of purchasing policy 3444, Committee member (S4) urged the district to give preference to local businesses where legally allowable and to do a better job notifying constituency providers about opportunities to offer goods and services. "Maybe we can give preference to businesses within the community, or at least make sure they're notified," S4 said.

Staff member (S1) and other board members cautioned that competitive procurements remain governed by lowest-responsible-bidder rules and that mandatory local preference can conflict with procurement law, but they agreed that the district could adopt a nonbinding practice to accept information from local providers. Staff (S1) proposed wording: "The district will make reasonable efforts to accept information from community service providers who wish to provide services," and to maintain a list of providers for administrative use.

Board members discussed practical approaches — a short website survey, coordination with the Chamber of Commerce, and a public list of local vendors — rather than a guaranteed procurement advantage. The board approved forwarding the purchasing policy to the regular meeting and agreed to permit staff or a member to draft adjusted language for consideration at a subsequent meeting.
