Board authorizes emergency drainage repairs at Burke Estate fields, to be funded from 4% fund balance

The Hastings-on-Hudson Board of Education approved business items July 16 that include emergency drainage and erosion repairs at the practice and lower fields at Burke Estate. Staff described broken drains, significant erosion and impacts to drainage into the Hudson River and recommended repairs be funded from the district's allowable 4% fund balance for emergency repairs because the work was not included in the adopted budget.
A staff member said engineers found damaged drains "right in half" and that the repairs were necessary both for athletic use and to protect downstream residents and the town drainage system. The staff member said the bid schedule allows for quick mobilization and that contractors expect substantial completion by August with a working target around Sept. 1; staff acknowledged the practice field may be impacted for some August sports activity, but the lower field could be available sooner.
Staff clarified the two affected fields are not the district's candidates for turf replacement; if turf is later proposed, options noted were Upper Burke or Reynolds rather than the fields scheduled for repair. Funding will come from the district's emergency reserve (the 4% fund balance) and staff described the repairs as necessary due to weather-driven erosion and failing drainage infrastructure.
Next steps: staff will proceed with contracting and scheduling the work in line with the board's approval; staff will report back on mobilization and progress.
