Planning Commission accepts 2025 General Plan annual progress report; city close to meeting RHNA goals

The Citrus Heights Planning Commission voted to accept the city's 2025 General Plan Annual Progress Report, which documents progress on the General Plan's goals and the city's Regional Housing Needs Allocation (RHNA) performance for the 2021–2029 period.
Associate Planner Stephanie Louie summarized the housing element highlights and RHNA figures: for the eight-year planning period (May 15, 2021–May 15, 2029) the city's RHNA allocation is 697 units and staff reported 637 units completed to date, leaving an estimated need of roughly 57 units during the remainder of the cycle. Louie highlighted that the city exceeded its low-income unit target and attributed part of that success to the ADU program, noting 157 ADU permits have been issued against a goal of 100 ADUs for the planning period.
Louie also reviewed milestone infrastructure and program work planned for 2025, including trail extensions and the Auburn Complete Streets Phase 2 project; she noted that the annual report is required by state law and that staff will forward the final document to City Council and the state Department of Housing and Community Development prior to the April 1 deadline.
A commissioner moved to accept the report and direct staff to forward it to City Council and state agencies; the motion was seconded and approved by voice vote.
