Council hears literature review: speed humps reduce speed but carry trade-offs

Public Works presented an updated literature review on speed humps and traffic-calming measures gathered by staff member Kevin Quinn. The review cited peer-city experience (Edgewood), federal guidance and academic studies and outlined advantages — reduced speed, fewer pedestrian injuries and self-enforcement — and disadvantages, including installation cost, increased noise, potential property-value impacts and slower emergency response times.
"It does slow emergency response times down by 10 seconds per speed bump," the mayor read from the analysis when listing drawbacks; council members also noted studies that show increased acceleration-related emissions and reduced fuel efficiency in some contexts.
Councilors recommended alternatives for some locations, including movable flashing speed-display signs, stealth radar deployments to collect data, and roadway-narrowing projects like the Sherborne example by the park that had a calming effect without speed humps. One council member who lives on Sherborne said the traffic-calming measures have helped and that residents adapted after an initial adjustment period.
Council asked staff and police to pull location-specific data and suggested a pilot of signs and stealth radar before committing to permanent installations.
