Spalding County adopts updated zoning, urban proximity overlay and watershed protection maps

The Spalding County Board of Commissioners voted unanimously to adopt several land‑use mapping updates intended to align county records with rezonings and to formalize an urban proximity overlay area around the city of Griffin.
At second reading the board approved the updated official zoning map (appendix 4, zoning article 23). Director David Allen told the board the map reflects all rezonings from calendar year 2025.
On the urban proximity overlay, staff said the map before the board reflects the existing urban proximity designation and that a revised, expanded overlay will be returned after Planning Commission review in March and April. One commissioner objected to approving a map that will be revised later, citing procedural discomfort at adopting a map that staff acknowledged would be expanded. Planner/staff explained that an official adopted copy cannot be located in county records and that adopting the existing map now avoids record‑challenges to applications while staff files a supplemented, signed copy.
The board also adopted an updated S2‑district Watershed Protection map (appendix 4, zoning article 21). Staff said boundaries were unchanged but the new map is more legible and contains clearer watershed labeling.
All three measures passed on voice/vote with recorded “motion carries” announcements (each recorded as 4‑0). Staff noted the Planning Commission conditions and the staff report remain attached to the adoptions.
