Saint Bernard council adopts four ordinances, including renewed $15 waste fee and county building-code contract

The Village of Saint Bernard council unanimously adopted four ordinances during its Nov. 20 meeting, suspending the second and third readings before approving each measure.

Ordinance No. 27-2025 authorizes the solid-waste collection fee for residential accounts for 2026 and was adopted after the council suspended further readings. Service Director Gus Stutchell urged passage, saying the $15-per-month fee’s revenue “is allocated directly back into the service department’s budget and is essential for covering the rising cost of fuel and the ongoing maintenance of our garbage trucks.” The motion to adopt was recorded as 6 ayes, 0 nays.

Ordinance No. 28-2025 authorizes the Village to enter into a contract with Hamilton County for building-code administration and enforcement services. After a motion to suspend additional readings, council adopted the ordinance by the same unanimous margin.

Ordinance No. 29-2025 authorizes the mayor to enter a contract with Alloy Development Company Inc. to provide professional economic development services; council suspended further readings and adopted the ordinance unanimously.

Ordinance No. 30-2025 directs the auditor to appropriate additional funds and was also adopted after suspension of further readings (6 ayes, 0 nays).

Each ordinance received a first reading on Nov. 20, council voted to suspend the remaining readings, and each measure was adopted as read. No public remarks were recorded on the ordinances during the meeting.
