Council votes to pursue Spring Street STIP sidewalk project and pause East Main bridge replacement

"The project cost is would be split between DOT and the city, 20%. The project 80% DOT is the 80," the presenter told the council.
Council members asked for details about the bridge-analysis that prompted the East Main bridge replacement being included in the DOT project. One council member said the Spring Street sidewalk would provide pedestrian connectivity near apartments, the Dollar General and recreation facilities and moved to "entertain the option of Spring Street for the STIP project and put the other one on hold." The motion passed by voice vote.
Staff said the city could choose to phase projects or pursue only one of the two STIP projects; the council selected to move forward with Spring Street and requested staff obtain further information from DOT on the bridge-replacement rationale and schedule before advancing East Main.
The vote does not obligate the council to construction funding immediately but directs staff to pursue the Spring Street option with DOT and continue due diligence on the East Main bridge.
