Council adopts Wilmingtons 2026 state and federal legislative agendas

Kara Spencer, the city's director of legislative and intergovernmental affairs, presented Wilmingtons proposed 2026 state and federal legislative agendas and the council voted unanimously to adopt them.
Spencer reviewed highlights from the 2025 General Assembly session, thanked the legislative delegation and said the city will continue working with partners such as the NC League and National League of Cities to advance Wilmingtons priorities. She said the agenda opposes measures that would undermine local government authority and revenue-generation, supports increased transportation and infrastructure funding, encourages measures to accelerate housing supply and funding, backs programs to improve disaster recovery and resiliency, and calls for PFAS response and protection of the Cape Fear River.
Spencer also outlined federal priorities including support for infrastructure and transportation funding, affordable housing (including Community Development Block Grants), and continued federal roles in disaster recovery and environmental regulation. She said the agenda is intentionally broad to allow staff flexibility in advocacy. Council members praised the work of staff and pledged support; the council approved the agenda by unanimous vote.
