Gardner council adopts multiple financing measures and a code‑appeals ordinance

In a series of largely procedural votes, the Gardner City Council approved several financing and administrative measures.
Staff (Matt Wolf) told the council it had earlier approved forming a special benefit district for Tuscan Farm Phase 1B; the ordinance adopted at the meeting levies a maximum assessment of $849,000 for the district’s infrastructure improvements (Ordinance No. 2837).
Council then adopted Ordinance No. 2838 authorizing issuance of $27,680,000 principal amount of general obligation bonds (series 2025A) and followed with Resolution No. 2171 prescribing the form and details for issuing those bonds. The council also adopted Resolution No. 2172 authorizing issuance of $725,000 principal amount of general obligation temporary notes, series 2025B.
Finally, council adopted Ordinance No. 2840 amending Chapter 2.60 of the municipal code to allow the city council to act as the adjudicatory body for building‑code appeals where the Board of Building Code Appeals is not appointed.
Clerk read the motions and recorded voice votes for each item; the mayor announced each measure passed.
