Human Resources staff recommended awarding RFP 20250-020 for an EAP program to Keystone Peer Review Organization LLC for a five-year contract not to exceed $725,000. Staff reported an overall utilization rate of about 10 percent — roughly 49 cases per month — above the national average (around 6 percent). The HR presenter said the vendor charges based on the number of employees (roughly 6,600 employees) at a current rate of $1.63 per employee and that utilization has grown over recent years.
Commissioners asked whether utilization spiked after the recent incident involving Officer Rose; HR said confidentiality limits individual tracking but that they monitor case counts by quarter and would report any uptick in the next quarter.
The committee also considered change order number 3 to extend the existing EAP contract through Nov. 30, 2025, with funds not to exceed $28,500 to allow purchasing time to execute the new contract; commissioners approved the extension.
