County attorney explained the background: in September the board had planned a legislative hearing but postponed action to allow discussions between county staff and industry representatives. A moratorium on permitting and related development activities was in place through April 18; the attorney said staff is now prepared to resume the ordinance process and asked that the three ordinance drafts in the agenda packet be forwarded to the planning board, which is scheduled to review them this week.
The decision restarts the public process: planning-board review and comment followed by a public hearing before the commissioners on March 2, when the public and affected parties will have a formal opportunity to comment on the versions and the board can decide whether to adopt, amend or reject ordinance language.
