"This is kind of what makes us the perfect storm," Public Utilities Director Christopher Williams said in a detailed report to the board, describing falling tower levels across the Medoc, Hollister and Summit pressure zones, extreme winter weather that hampered valve access and an ultimately hard-to-find valve at Main Street and Highway 561 that diverted water under pavement into a culvert instead of to the surface.
