The city—s finance director presented a pre-audit quarterly financial report for the period ending Dec. 31, 2025, saying the numbers are preliminary and subject to adjustment by the independent audit expected in February. "The numbers presented this evening are still pre audit, and some adjustments are yet to be made to the beginning balances for the fiscal year," the finance director stated.
The presenter said overall operating fund balances fell from $116,000,000 to $114,000,000 for the first quarter, and capital project funds increased from just over $61,000,000 to more than $65,000,000 after one-time transfers made at the start of the fiscal year. She told the council the city is about 25% of the way through the fiscal year and has collected roughly 25% of projected revenues to date.
On enterprise funds, the Water and Wastewater Fund had collected 24% of its budget and expended 26% so far in the first quarter, according to the presentation. The finance director also reported Texas Star Golf Course rounds were 16% below budget expectations for the quarter, but that certain fees (an "average greening cart fee" cited in the presentation) were higher than projected; she said the golf course recorded an operating income figure and net gains after nonoperating items, and characterized the figures as part of the pre-audit summary.
The report emphasized that figures are subject to adjustment in the independent audit, which the presenter said is underway and expected to be delivered to the council in February. The presentation contained several numerical line items and fund-type explanations intended to show the city's fiscal position at the quarter—s end.
