Interim Director of Planning and Economic Development Lisa Payne told council the store — a 7,062‑square‑foot suite near DSW — would employ about 15–18 people and operate roughly 9 a.m. to 9 p.m. Staff noted there will be no overnight boarding and no sale of dogs or cats; occasional rescue organizations may bring adoptable cats for short visits. To mitigate noise and odors, the applicant proposed acoustic insulation and sound‑absorbing panels, low‑decibel grooming dryers and a separate air‑management system to prevent odors from affecting neighboring suites.
Applicant Todd McEvoy, who identified himself as the franchisee for the location, said he and his partners were "really excited about the location" and thanked staff for their assistance during a quick permitting process. When asked, McEvoy confirmed the franchise does not plan to sell dogs or cats.
Payne said the PD and owner‑specific conditions tie the SUP to Pet Supplies Plus and the owner (MKM Suppliers); staff recommended approval and noted P&Z had unanimously recommended it. Council member Eads moved to approve; Council member Bynum seconded and the motion passed.
The SUP approval includes conditions to limit noise and odors and is tied to the business name and owner; staff will enforce compliance with those conditions under the city’s permitting process.
