The Bellefontaine City Council on Monday approved a package of ordinances covering appropriations, infrastructure projects and equipment donations.
Missus Baker, chairing the finance committee, summarized the items before the council and asked for votes. "The first thing item on the list tonight is the agenda's resolution to establish a new revenue account," she said. The council adopted that resolution and moved forward on multiple items that finance staff and department heads had outlined earlier in the meeting.
Key measures approved included a supplemental appropriation package totaling $600,338 to cover payroll and other departmental needs; a $90,000 contract for the 2024 street painting and striping project that the council passed on first and final reading after waiving the three-reading rule; and a curb-and-sidewalk cooperative project of about $315,000 funded from American Rescue Plan Act money, advanced on first reading.
Councilors also moved and approved ordinances to advertise for bids and pursue contracts for waterline improvements — including the Richard Avenue waterline project (estimated at about $375,000) and the Summit Drive waterline improvements — and for repaving work at the wastewater treatment plant (approximately $155,000). The council approved demolition of city-owned property at 114 North Detroit Street and accepted a donated parcel of real estate from Todd Johnson near Bren Avenue.
Separately, the council approved donation of a 1995 steel ladder truck to Ohio High Point Career Center. Council discussion on these items was brief; motions were made, seconded and carried by voice vote.
Missus Baker moved several of the motions and Mister Ehler frequently seconded; recorded roll-call confirmations on the motions show unanimous affirmative voice responses from the council members present. No formal dissenting recorded votes were noted in the transcript.
What happens next City staff will proceed with bid solicitations and contract negotiations where authorized; several projects will move into procurement and design steps. The curb-and-sidewalk work was indicated as a spring program for implementation next year, and some appropriations will be executed administratively to cover imminent needs.
