During the public-comment period, resident Nicole Congal identified herself (551 Church) and renewed a request for a Public Improvements Committee meeting to discuss energy aggregation. "I wondered if I could renew my request for a public improvements meeting to discuss energy aggregation," Congal said, asking the council to consider the idea and whether it should go to public improvements first and potentially to Laws, Contracts & Claims later.
Public Improvements Chair Edwards replied that he did not see a problem having a committee meeting and referenced examples from other jurisdictions, noting mixed results: "To me, it said it was only saving, like, a $150 a year with electric, and gas was actually better with Duke. I actually talked to some former administrative people... they said they had tried it before, and it was a mess." Edwards said he liked the idea of opt-in options for residents and that he would be "happy to talk to whoever wants to do it" and schedule a committee discussion.
The exchange ended with a commitment from Edwards to follow up and with Congal thanking the council for consideration. The council did not take formal action on the request during this meeting; the item was noted for a possible committee meeting and further review.
