The Saint Bridal Community Improvement Corporation voted unanimously Oct. 22 to hire Pinnacle Environmental Consultants to perform an asbestos survey ahead of planned demolitions, approving a contract not to exceed $5,665 to be paid from the board's state ODOD grant.
The asbestos survey is a prerequisite to bidding the demolition work, Peggy Brickwig, a board member, told the meeting. "So, a necessary component of the demolition is having an asbestos survey conducted prior to, that we would like to have the results of to send on as we're bidding out the project, for the demolition subs to review," she said. Brickwig described a Pinnacle proposal capped at $5,665 and said the firm would need to confirm how many samples to take once on site.
Chair identified cumulative grant funding available to cover testing costs, saying the board has secured $995,443 in grant funds in total — including a $456,443 award from the Ohio Department of Development (ODOD) — and proposed using ODOD funds to pay for the asbestos work. The chair requested a motion to approve contracting with Pinnacle; after a brief question about remediation procedures, the board voted in favor. A committee member asked, "Jonathan, what happens if they find asbestos?" and Brickwig explained differences in handling friable and nonfriable materials and disposal requirements.
The board discussed project procurement options raised earlier in the meeting: Prodigy Building Solutions presented a cooperative model using the AspireWorks purchasing cooperative that could allow management of the demolition without a separate competitive bid, but Prodigy had not provided final operating numbers at the meeting. The chair said staff expect to proceed in a two‑phase demolition — the First State Bank building first, then the shopping center portion — and that Tim (a staff member referenced in the meeting) will help finalize whether the project will be competitively bid once he returns.
The asbestos contract motion passed with all members voting in favor. The board directed staff to complete testing and incorporate the results into bid documents so demolition contractors can price remediation and removal work in their bids.
Next steps: staff will confirm Pinnacle's sampling plan, complete the survey, and bring demolition procurement options back to the board once additional cost information from Prodigy and Tim are available.
