Trustees table pay-to-play fee decision, form committee to recommend options

The Caldwell School District board discussed regional pay-to-play athletic fee structures on June 16 and voted to table action while directing administration to convene a short advisory committee and gather specific proposals for the board.

Administration summarized practices from nearby districts — some charging per-sport fees, others charging fundraising or offering no fees for transportation — and read summary emails compiled from Valley Valley, Kuna, West Ada, Emmett and others. “It depends on the sport, but, yes, they require fundraising from their parents and students,” Dr. French read from the compiled summary of regional practices.

Trustees asked for clearer cost-to-benefit information, whether fees should be anchored in a student-athlete manual or board policy, and how offsets such as ASB cards or transportation costs should be handled. Public comment had urged a written policy with the rationale and intended purposes of any fees.

The board voted to table the item to the July 14 meeting, and asked administration to convene a committee that will include trustees and the athletic director, and to invite parents and other community members to participate in order to return recommended options with precise cost models.

Why it matters: A pay-to-play decision affects families’ out-of-pocket costs for extracurricular participation and may influence equity and participation rates. Trustees said they wanted a clear, transparent rationale and written recommendations before adopting a fee schedule.

Next steps: District staff will coordinate with the athletic director and committee members to present concrete fee options, cost breakdowns and suggested policy language at the July meeting.
