The Town of Harrisburg council approved three operational items during its April meeting: a wayfinding/signage contract, a budget amendment to cover fire department overtime shortfalls, and authorization to submit a parks grant application.
Contract for signage: Staff reported receiving one competitive bid from an additional vendor that was significantly higher ($126,524.55) than the original Signs Etcetera estimate ($75,557.80). To maintain consistency in colors and materials for city wayfinding and gateway signage, staff recommended and council approved moving forward with Signs Etcetera.
Fire overtime budget amendment: Finance and fire staff explained FY19 overtime is projected at approximately $110,000—about $60,000 over the original $50,000 line item—largely because Department of Labor guidance requires recruits to be paid overtime during training, plus training and storm response overtime and some vacancy coverage. Council approved a budget amendment to reallocate roughly $60,000 from salary savings to cover overtime without increasing the department’s overall budget.
Parks grant application: Staff recommended applying for a $350,000 matching grant from the state Parks and Recreation Trust Fund for Harrisburg Park; the grant requires a dollar‑for‑dollar local match and has an application deadline of May 1. Council authorized staff to submit the application.
