Board hears updates on Hickory Ridge connector, Callaway and Eileen Meadows developments

At the Feb. 20 meeting the Town of Harrisburg planning staff presented updates on three developments moving through conditional zoning and plan review.
Staff described a conditional zoning and annexation proposal off Hickory Ridge Road that would establish half-acre minimum lots, require 20% common open space, and use rear-loaded lots with alleys to reduce driveways on the main frontage. The project includes a future collector/connector alignment through the town and a landscape median; staff said neighbors raised concerns about screening along the southern property line and that staff and the developer will fine-tune buffering as part of plan review.
Staff also reported that Callaway, an age-restricted community first approved in 2017, is now under revised development plans and has decreased from 81 originally approved lots to about 68 lots; Stanley Martin is the current developer and staff said grading release is expected shortly.
For Eileen Meadows (approved under conditional zoning in 2022 for 71 single-family lots at about 1.33 units per acre), staff said DRB Homes is finalizing construction plans and staff is working with the developer to preserve perimeter trees and provide enhanced landscaping along the planned collector road. "We're working really closely with them to ensure that we're trying to save all the perimeter trees and enhance the landscaping that's there," the Staff member said.
Staff told the board that, after completing departmental review and addressing public comments, these projects will return to the Planning and Zoning Board for formal recommendations to Town Council in the coming months.
