Council tables $340,000 engineering contract for Jinx Creek realignment to resolve cost and scope questions

Coastal Protection Engineering (CPE) told the Town Council that Phase 2 of the Jinx Creek realignment project would fund numerical modeling, permitting support and engineering work needed to proceed toward construction. Brad Russo of CPE said the Phase 2 study would take roughly seven to nine months and estimated the contract near $340,000; staff said grant and HOA arrangements mean the town expects reimbursement.
Several council members said they had not seen complete cost accounting and requested time to reconcile Phase 1 closeout invoices and to better define town staff labor and administrative costs. "We need to meet and get everybody together...we need to make sure we're all on the same page," a council member said, urging careful review before the town commits to Phase 2.
Council members moved to table the Phase 2 contract and asked staff to convene the town, the HOA and the consultant to document all costs and responsibilities and to return information for council consideration at or before the February meeting. CPE offered to present additional details in an internal or council briefing in the interim.
