"If they miss the winter season on that bird study, there's gonna be a big delay in getting those permits issued," he said.
The mayor and a staff member responded that presentation materials had been distributed to council members. The staff member said, "If the majority of the council wants to see that presentation, they'll inform me, and I can reach back out to you to to arrange that presentation," and noted a meeting with CPE was scheduled the following morning to discuss phase 2.
