At its regular meeting on March 4, the Roosevelt City Council completed several routine actions and approved a city facilities contract proposal after presentations and questions.
Minutes and calendar: The council approved amended minutes from Dec. 3 and unanimously approved the 2025 Roosevelt City public meeting calendar after a brief review of provided copies.
Pipeline exhibit: The council conditionally approved the revised exhibit to the XEL Resources surface‑use agreement, approving the route that avoids the Cowboy Action and 200‑yard shooting ranges and directing staff to verify parcel and lot descriptions with the previously signed surface‑use agreement before final signature.
Aquatic center resurfacing: Edwin asked the council to approve resurfacing for locker rooms and related circulation areas. He recommended QualityPro and requested $21,926 from capital projects funds. "They are the go‑to company for all the Vossa gyms…they make sure it's done right," Edwin said. A motion to proceed with QualityPro passed unanimously.
Financials: The council approved the city financials after a brief discussion about vehicle leasing and renewal; the motion carried unanimously.
Tabling: Council tabled two engineering letters for street‑and‑utility work and asked staff to return with a consolidated packet showing the overall construction estimate and how engineering fees fit into the total cost.
What’s next: Staff will verify legal descriptions for the pipeline exhibit, prepare a consolidated streets project packet for the next meeting, refine State Street project PS&E and budget numbers during plan review, and bring the final pipeline contract back for signature when the exhibit and parcel descriptions align.
