Euless council unanimously approves specific-use permit for Joe’s Piano Lessons and clears consent purchases

The Euless City Council on Tuesday approved a specific-use permit and ordinance allowing Joe’s Piano Lessons to move into 1010 Village Drive, Suite 104, and unanimously cleared a consent agenda that included several city equipment and security contracts.

Lisa Payne, interim director of planning and development, told the council the permit request covers music instruction and education in a C-2 commercial zoning district. Payne said the applicant currently runs small-group piano lessons from his home and plans to relocate to the 2,040-square-foot suite, where class size would typically be four to six students and the operation could eventually expand to up to four instructors and two administrative staff. Payne said the applicant plans soundproofing between the suite and neighboring tenant space before adding instruments that cannot be played on headphones. "So staff recommends approval," she said.

With no public speakers for or against the request, the council moved, seconded and approved the ordinance in a unanimous vote. The ordinance was described in the agenda as "ordinance number 24 44, authorizing the issuance of a specific use permit for music education and instruction" at the Village Drive address.

Also on the meeting's consent agenda, the council authorized a series of procurement items and administrative actions without separate debate. The items listed by Assistant City Manager Steven Viera included authorization to purchase an ambulance chassis and module through the Houston-Galveston Area Council cooperative purchasing program, purchase of a fire-station alerting system for Fire Station No. 3, and contracts for the building control system, security camera system and access control hardware and services at the Police and Municipal Court Building. The council also accepted the Capital Improvements Advisory Committee semiannual report and approved minutes from a prior meeting.

Council members moved and seconded the consent agenda; the motion passed unanimously.

The meeting opened with an invocation from Councilmember Perry Bynum and included two employee recognitions. Mayor Pearl Tam and Police Chief Gary Landers presented Senior Police Officer Sean Bouchie as January 2026 employee of the month; Landers praised Bouchie’s service and called him "a supervisor's dream." The council also presented a five-year service pin to library assistant Whitney Hamlin; Interim Library Director Angela Jones and Whitney's manager Molly spoke about Hamlin's service to patrons.

The council concluded with a brief gift presentation to the library — a souvenir from the Nepalese Society of Texas — holiday well-wishes from the mayor and an adjournment.
