The Northampton Zoning Board of Appeals on Feb. 26 granted a findings permit for a 280-square-foot addition at 488 Elm Street, approving owner-applicant Denise Cipolito’s request after finding the proposed changes would not be substantially more detrimental to the neighborhood.
Chair David Bloomberg read the application record and asked the applicant to summarize the project. Denise Cipolito said the property is her primary residence and that the proposed 280-square-foot addition would be set back about 8 feet from the side lot line, which reduces the site’s existing nonconformity. Staff confirmed there were no comments from other city departments and no public opposition on file.
Board discussion focused on neighbor outreach and potential site conditions. One member advised Cipolito to talk with her builder and the Department of Public Works because, as that board member recounted, there was a past flooding incident in the area that led to a loss of yard and trees; the board suggested a wetland delineation or engineering review if the site appears saturated. Planning staff said such engineering work is feasible but would add cost.
The board then closed public comment and voted by roll call to grant the findings permit. Members recorded supportive findings in the record, noting the addition enhances the use of the dwelling and does not worsen the nonconforming condition. The applicant was reminded that a 20-day appeal period applies and to coordinate next steps with planning staff and the building inspector.
