Public-comment rule change: The council approved Resolution 17-41 to amend the town’s 'call to the public' procedures and reduce the default individual speaker time from five minutes to three minutes unless the agenda lists a different amount or the presiding officer or a majority of the council decides otherwise. Town Manager Guthrie said the change is intended to provide flexibility when many speakers want to be heard and to allow the presiding officer or council to designate a spokesperson for groups.
