Clarkdale council trims public-comment time to 3 minutes, approves finance guide updates, grant submission and a water-campus land donation

At its Aug. 26 meeting, the Clarkdale Town Council approved several administrative and project actions and adopted a change to public-comment procedures.
Public-comment rule change: The council approved Resolution 17-41 to amend the town’s 'call to the public' procedures and reduce the default individual speaker time from five minutes to three minutes unless the agenda lists a different amount or the presiding officer or a majority of the council decides otherwise. Town Manager Guthrie said the change is intended to provide flexibility when many speakers want to be heard and to allow the presiding officer or council to designate a spokesperson for groups. Council debate included concerns that shortening the time can leave speakers feeling rushed; one council member argued the change should be indicated on the agenda in advance when shorter time will be used. The resolution passed on a 4–1 vote; the minutes do not identify the dissenting member by name.
Financial Operating Guide updates: Staff presenter 'Britney' described recommended revisions to the town’s Financial Operating Guide after the FY24 audit, including a new capitalization-threshold policy, a formal records-retention policy aligned with Arizona State Library guidance and an updated procurement form (fillable PDF). The council moved, seconded and approved the revisions.
Reappointment of associate magistrate: The council reappointed Lynn Reardon as Clarkdale associate magistrate for a two-year term beginning Sept. 1, 2025; staff noted contracted court services with Cottonwood have saved the town money and produced satisfactory audit results. The mayor then administered the oath of office.
Grant application for Lower Centerville Connector: Assistant to the town manager DK Green briefed council on a revised application to the Build America Bureau’s Rural and Tribal Assistance (RTA) pilot program for design of the Lower Centerville Connector. The updated amount is $364,000 (reflecting an estimated 4% increase due to schedule changes). Staff said no local match is required; council authorized submission and empowered the town manager to sign documents should an award be made.
Water-campus donation: Public Works Director Lou Anderson described the donation of approximately 1.36 acres from Selma Mangini Investments adjacent to the planned water campus on Old Jerome Highway/SR 89A. The additional land resolves clearance issues discovered during design; council accepted the donation.
