Clallam County adopts modest fee increases for fairgrounds and parks after advisory-board disputes

The Board of Clallam County Commissioners on Dec. 16 approved ordinances updating the county's fairgrounds and parks fee schedules, adopting staff recommendations to better align user charges with identified operating costs.
Commission staff told commissioners they have begun job-costing events to calculate direct and indirect costs and that a 6% consumer-price-index-based adjustment was needed for the parks fee schedule to keep revenues in line with rising labor and material costs. Director (Parks) explained staff had been working to identify per-event labor, materials and cleanup costs so future fee recommendations would rest on operational data rather than ad hoc judgments.
Why it matters: County officials said the modest increases are intended to reduce ongoing pressure on the general fund to subsidize parks and fair operations. Commissioners emphasized preserving affordability for residents while keeping facilities safe and maintained.
Members of the Parks Advisory Board and several public speakers urged the board to improve communication and involve advisory members earlier when staff is developing recommendations. "We are facing a problem with staff making recommendations and not following through with the kind of information that they share here with the BOCC," said Anna Plager, a parks advisory member. She and others said advisory-board members have lacked timely access to the comparative cost data used to justify the changes.
The board acknowledged those concerns and directed staff to provide clearer data and more frequent engagement with advisory boards going forward. Commissioner (speaker 3) said the board will seek process improvements so staff and advisory boards present a single recommendation whenever possible.
The fairgrounds fee ordinance also passed after staff said fair fees had not been updated consistently and that cost-tracking for fair events will be improved. Commissioners voted by voice to adopt the ordinances as presented.
