Clallam County opens comprehensive-plan hearing, votes to continue to Dec. 3 as staff awaits transportation and capital facilities elements

Chair (Speaker 2) called the meeting to order and the board took roll call before turning to the comprehensive-plan update. Planning staff (Speaker 1) told the board that two remaining pieces of the update—the transportation element and the capital facilities plan—were expected to be delivered to the department by Nov. 14 and presented at a Nov. 19 work session.

"Those two elements will be available for presentation and work session on the nineteenth," the staff member said, adding that legal counsel recommended opening the hearing but not accepting work‑session testimony until the missing documents are part of the record. Staff advised that opening and immediately closing a hearing without the final materials could invite legal challenge, so the recommended approach was to open now and continue the hearing to allow time for review.

Board members debated whether to delay opening until the documents were complete. A board member moved to continue the hearing to Dec. 3; the motion was seconded by the Chair and the board voted in favor. The motion carried with no recorded opposition.

The continuation means the county will present the outstanding transportation and capital facilities materials on Nov. 19 and leave the record open through the Dec. 3 continuation so residents and stakeholders can review the full packet. Staff said it will finalize a Commerce checklist and the documents needed for the 60‑day review and will prepare findings to explain how the plan satisfies the Growth Management Act (GMA) requirements.

Next steps scheduled by staff include: presenting the two missing elements at the Nov. 19 work session, completing the Commerce checklist, and circulating the full record prior to the Dec. 3 continuation of the hearing. The board did not take final action on any plan provisions at the meeting.
