Commander Mike Grama, identified in the meeting as the Oro Valley police commander, told the working group that the department uses a mix of lateral hires and academy recruits to maintain staffing and that compensation decisions are informed by regional comparisons and bargaining agreements. Grama said the department is "slotted for 107 sworn officer positions" and cautioned that "on paper" staffing may not reflect officers who are in training; he explained some recruits spend about "22, 24 weeks of an academy" plus "14 plus weeks" of field training before being fully on patrol.
Residents asked whether the town can do more than pay adjustments to improve retention. Brenda Judd and others suggested housing incentives and benefits, and Grama said those options would require higher-level study and council-level decisions.
Insurance and risk assessment drew pointed questions. Resident Hal said he had seen reports on neighborhood forums of homeowners losing coverage or facing higher premiums because of wildfire concerns. Deputy Fire Marshal Jen Akins warned staff and residents that fire-district rating forms differ from insurers’ proprietary rating systems: "our rating scales ... do not match theirs and will show a low hazard where the insurance company is showing a high hazard." Meeting staff agreed to refine plan language and outreach to avoid unintended insurance consequences while still addressing hazard mitigation.
No hiring decisions or budget appropriations were made at the session; staff said recruitment, compensation and retention strategies will be coordinated across working groups and with council-level authorities.
