Member Jackson commented that the plan provides a neighborhood‑informed blueprint that balances stewardship of green spaces with measured changes. Member Agnew and Member Pierce echoed appreciation for the engagement approach and for testing draft outcomes through a final survey.
The council voted to adopt the plan and authorize submission to the Met Council. Because the council was operating with one member absent, staff and the city attorney confirmed the statutory voting threshold and that the adopted motion met the four‑fifths requirement for this action.
Staff will proceed with submitting the adopted plan to the Metropolitan Council and follow any procedural steps required by regional review.
