The Edina City Council voted May 6 to adopt Resolution 2025‑33, approving the rezoning, subdivision and site plan — with variances — for a five‑story, 112,000‑square‑foot office building at 5100 Eden Avenue proposed by Opus Development Company.
Addison Lewis, the city’s community development coordinator, told the council the application seeks rezoning from Planned Office District 1 to Planned Commercial District 2, consolidation of seven parcels and multiple variances tied to setbacks and other site standards. Staff and the planning commission recommended approval after the applicant revised plans to address several recommended conditions.
Council member Jackson moved the resolution and Member Pierce seconded. The motion carried; the council recorded the action as approved. Council comments praised the applicant’s responsiveness to planning‑commission feedback and the project’s sustainability features, including a building orientation intended to maximize daylighting and reduce cooling demand.
An Opus representative said the company will close on the land the following day, aims to begin demolition by July or August, and estimates about 16 months of construction with Opus as the anchor tenant. The applicant said it is working with brokers to secure additional tenants.
The council’s approval includes the variances noted in the staff report; staff and the applicant said future site and construction permits will follow the city’s standard review process.
The next procedural step is permitting and any required building‑permit reviews; the developer and staff estimated the project could be completed in 2026.
