Board adopts revisions to fiscal management and annual budget policies aligning with state rules

The Catalina Foothills Unified School District Governing Board adopted two policy revisions on second reading at its Feb. 24 meeting that the board said will improve clarity around budgeting, transparency and statutory compliance.
Dr. Bartlett explained that the DA (fiscal management goals) revision includes a rewritten opening sentence and edits to emphasize that prudent management of public funds affects district operations; the changes also clarify that the board will guide and monitor expenditures to achieve successful student outcomes and include an explicit focus on effectiveness and transparency. “The governing board recognizes that the proper and prudent management of the district’s public funding has a foundational effect on district operations,” Dr. Bartlett said, explaining the rewording adopted after the first reading.
The board also approved revisions to Policy DB and Regulation DBR (annual budget, schedule, preparation and posting), consolidating language from related policies so budget guidance is contained in one place. Revisions align the policy’s posting and submission language with Arizona Revised Statutes (including requirements to post the most recent Auditor General profile and to submit the adopted budget to the Arizona Department of Education) and clarify that the district must post proposed budget material not later than July 5 and not less than 10 days before a date of adoption to allow for required public notice and hearings.
Gina Memmert moved approval of the DA revisions and later moved approval of the DB/DBR revisions; both motions carried unanimously.
Board members asked clarifying questions about timeline implications for the district’s straw-budget process and noted staff will return with clean edits where members requested clearer, plain-language wording for some procedural paragraphs.
