Committee advances package of routine land-use bills, including Linden Ave. sale and O'Donnell rezoning

The Baltimore City Council Land Use & Transportation Committee on the morning of the hearing advanced a bundle of seven routine land-use bills, voting favorable committee reports on several property and zoning items and forwarding them to the full council.
Chair Ryan Dorsey led the committee through a sequence of routine items. Jay Hardy of the Office of the Comptroller's Department of Real Estate said the sale of 2405 Linden Avenue would effect a land swap to create a driveway/parking pad for the Saint Francis Neighborhood Center after staff discovered a sidewalk for the German Park entrance had been built across part of the center's property. Multiple agencies — including Planning, the Department of Finance and the Baltimore Development Corporation — supported the transaction. The committee voted the bill favorable; one committee member recorded an abstention during the roll call.
On O'Donnell Street, Councilman Parker described a rezoning request to correct a small sliver of industrial zoning that bisected a larger parcel formerly used as a scrap yard. Parker said the change would remove an obstacle to responsible redevelopment and restore the street grid; the Planning Commission, BMZA and the Law Department reported no objections and the committee adopted the Planning Commission's findings of fact and moved the bill favorable.
A conditional-use measure to convert a property at 6901 Reisterstown Road into three dwelling units drew technical questions from members about lot size and unit configuration. Planning staff told the committee the project meets current minimum lot-area requirements and had an equity analysis supporting incremental infill. The committee adopted Planning findings and reported the bill favorable.
Councilwoman Felicia Porter described a conditional-use request for Checkerspot Brewery at 1421 Ridgeley Street to host live entertainment with specified hours. The Law Department required a technical amendment (largely to the bill title/authority citations) and the committee adopted the amendment and Planning Commission findings; the bill will go to the full council reported favorable with amendment.
Finally, the committee approved a repeal of two older PUD ordinances for Mount Clare Junction at the request of the applicant, Carlisle Next LLC, to enable redevelopment. Planning, Finance, BMZA and the Law Department supported the repeal and the committee adopted the required findings.
Next steps: Each of these bills will be reported with favorable committee recommendations to the full City Council at its next meeting.
