Shakopee City Council on Aug. 19 approved a comprehensive plan amendment and MUSA expansion to allow a proposed 40‑bed healing center proposed by the Shakopee Mdewakanton Sioux Community (SMSC) at the southwest corner of Crest Avenue and Mullenhart Road.
Staff introduced the amendment as an extension of city services — sewer and water — to a site where the SMSC intends to build the healing center. Bill Renicki, identified to the council as a Shakopee Mdewakanton Sioux Community administrator, described the facility as a 40‑bed center focused on cultural practices, with onsite programming, gardens and an executive director (John Ryan) identified to run operations. Renicki said the tribe had worked with city utilities to develop service agreements and that the site selection and internal approvals had proceeded through the tribe’s governance process.
Councilors asked about utility capacity and staff said the system has adequate capacity to serve the facility. Councilor Whiting moved to approve a resolution adopting the MUSA/comprehensive plan amendment as presented; the motion was seconded and passed by voice vote.
What happens next: staff and the tribe will proceed with utility service agreements and subsequent development approvals for site improvements and building permits consistent with the amended comprehensive plan.
