Presenters recalled a prior project in the Sachs Lake area in which the county’s contribution was largely a letter and local share was 25 percent of an approximately $700,000–$900,000 project.
Commissioners asked how a county commitment would interact with ARPA timing and whether a commitment could be made before an award is announced; staff said ARPA funds generally must be committed by year-end and counties are exploring internal budget adjustments as potential workarounds. Commissioners also asked for a sample memorandum of understanding (MOU) that would clarify performance and recapture terms if a partner failed to deliver on commitments.
Because applicants must file completed grant packages by July 8, board members requested additional details on matching contributions and the program budget. The board voted to postpone any formal action on the York 3 application to the board’s first meeting in June to allow presenters time to provide the requested documentation and for county staff and the county attorney to review an MOU.
No final financial commitment was made at the May 23 meeting. Presenters said awards would be decided later in the year and, if successful, construction would occur next spring.
