NACO briefed York County on open-meetings changes, LB388 and ARPA deadlines

Menzel noted two recent changes affecting county boards: amendments to the Open Meetings Act that revise notice and posting options and a public-records-law change signed into law the prior week. She recommended board members review the NACO legislative summary and said NACO would provide a printable poster and later a full poster for meeting-room posting.
On pending legislation, Menzel discussed LB388 (a debated sales-tax/revenue package that had extended floor debate and a closure motion) and LB1067 (an inheritance-tax proposal prioritized by a senator but lacking replacement revenue; NACO’s position is opposition absent replacement revenue). She said NACO was monitoring amendments and might form a work group to negotiate language.
Menzel also reminded the board that December is the last window to determine how to expend ARPA funds and that counties must finalize expenditure decisions by the statutory deadline; she urged attendance at NACO workshops (budget and county board workshops in June) and the association’s annual conference in October.
Commissioners thanked Menzel and were directed to review the legislative summaries and post required meeting notices consistent with new open-meetings requirements.
