York County approves juvenile-detention agreement with Lancaster County pending attorney review

No change to service usage was ordered; the approval preserves the county’s ability to place juveniles at Lancaster when circumstances (law enforcement, probation or court orders) require temporary placement.
The board did not set a separate timetable to revise the contract beyond the attorney review; staff were directed to provide the contract for attorney review before final execution.
