APACE to stop routine county funding requests; Region 5 asks York County to sustain behavioral-health match

At the April 30 meeting Matt Kossick (speaker 13), CEO of APACE (the regional developmental‑disabilities provider), told commissioners APACE will not request county funding in the coming year as it shifts to Medicaid-centered funding that follows individuals. "I'd like to not request county funds moving forward, so we can conform closer to that funding model," Kossick said, explaining that county dollars can reduce APACE’s long-term reimbursement rate in state cost reports (SEG 1120–1130).
Kossick provided a year-in-review packet showing APACE supports roughly 750 individuals regionally and serves just under 40 people in York County; he also asked counties to review a rewritten interlocal agreement (last updated 2009) and submit feedback within 30 days so the organization can return in September with a final version for approval (SEG 1168–1191).
Patrick (speaker 7) with Regent Pipe Systems described state-level reductions to behavioral-health appropriations and asked York County to "sustain and hold the line" on its county match so regional crisis services and voluntary crisis centers remain available. Patrick outlined components of the crisis continuum — mobile crisis response, crisis lines and an adult voluntary crisis stabilization center — and said Lancaster County is contributing ARPA funds for capital construction that other counties can access (SEG 1226–1266).
Commissioners did not take an immediate vote on sustaining the match but said the request will be considered in the upcoming budget process: "we will definitely put that figure into that budget," the chair said (SEG 1306–1311).
What’s next: APACE seeks county legal review and feedback on the updated interlocal agreement; Regent Pipe Systems will await budget decisions from York County as counties finalize budgets in May.
