York County commissioners set 2.5% department-head raises, schedule executive session on personnel

Later, at the county attorney's request, the chair moved to hold another executive session limited to a single personnel matter to "prevent needless harm and injury to an employee," to be held at 10:15. The motion was seconded and approved by roll call.
