Carmel council marks 50th anniversary, welcomes Nagano guests and hears redevelopment update

Representative Victoria Garcia Wilburn read Indiana House Resolution 29 commemorating Carmel's incorporation and 50 years of municipal development, noting the inaugural council members, historical and 2020 population figures, and investments such as the Center for the Performing Arts. "A resolution celebrating the fiftieth anniversary of the city of Carmel and the Carmel City Council," she said while reading the text into the record.
President Snyder invited Andres Berzins, chair of the mayor's sister-cities board, to introduce guests from Nagano High School. Berzins introduced Kazumi Fujiwara (principal) and Kiyoshi Monimoto (international studies director) and described a new sister-school partnership between Nagano High School and University High School; the visitors will spend several days in the community and posed for a photo.
Henry Mistetsky, Carmel's redevelopment director, provided a monthly update: Monon Square North build-out is progressing (three cranes visible on site), Magnolia and the Hughes retail-first-floor work continue, Hamlet Crossing hotel construction is underway adjacent to a parking garage, and projects including ICONOM Inc. and the 3rd Avenue Residences remain active. Mistetsky also noted a Carmel Small Business Network meeting on March 24 sponsored by State Bank.
Councilor Taylor reported that an IU School of Medicine team completed a statistically valid community assessment toward seeking AARP Age-Friendly designation; results will be presented at the April advisory commission meeting and inform an action plan. The council also approved routine consent items including minutes and claims; payroll and claims totals were read aloud during the meeting.
The meeting closed this portion without substantive votes on policy items; the short-term rental suspension resolution was introduced later as separate new business.
