The Warren City School District Board of Education voted Jan. 7 to authorize a request for qualifications (RFQ) seeking a construction manager-at-risk to complete approximately 3,500 square feet of office space on the second floor of the Student Recreation and Wellness Center. The board said the finished space is intended to be leased for medical-office purposes.
The resolution directs the district's executive director of business operations, with legal counsel and the architect, to solicit statements of qualification, rank respondents and make a recommendation back to the board. It requires the RFQ advertisement to run in a newspaper of general circulation at least 30 days before the date for acceptance of statements; the advertisement may also be posted on the state public-notification website and on the district's website or trade-association outlets.
Board discussion clarified the scope: "It's just completion, not not changing anything that was already done," a board member said, distinguishing the work from structural renovation and indicating the project will finish framed space already installed. The board found and recorded that the formal actions were taken in compliance with open-meeting requirements under the Ohio Revised Code and approved the RFQ and advertisement plan by roll call.
The resolution assigns the executive director of business operations to solicit statements with assistance from legal counsel and the district architect and to return a recommendation to the board. The advertisement and solicitation timeline requires at least a 30-day public-notice window before the district will accept statements of qualification.
