Plano staff to draft DART priorities letter asking for mobility rebate, a la carte options and Legacy West circulator

Plano staff outlined three transportation priorities they will ask DART to consider and asked the council for direction before sending a joint letter with regional partners. Andrew Fortune, director of policy and government relations, told the council the three priority asks are a general mobility program (a proposed 25% rebate of Plano's DART sales-tax contributions, described as "just under $30,000,000"), an a la carte model for responsive, place-based mobility, and a dedicated Legacy West circulator/shuttle.
"Of those 3, what I'll call priority items, 1 is this idea of a general mobility program... a rebate of 25% of our sales tax contributions for Plano that would be just under $30,000,000," Fortune said. He said staff and regional partners asked Mayor Munz and other mayors to coordinate priorities through the RTC/COG process and requested the council's comments before staff drafts the letter.
Council members debated whether existing services such as GoLink already meet circulation needs and whether the 25% rebate proposal reflects a fair return on Plano's investment. Some members argued Plano receives only 30—40 cents on the dollar of value from DART and urged staff to press for better local service or financial adjustments. Others emphasized the need for a more flexible, responsive model to serve business districts such as Legacy West.
Staff said they would draft the letter reflecting the council's priorities and coordinate among member cities who had passed related resolutions.
