Assumption Parish selects higher sewer-rate option for grant submission as part of sewer district improvement plan

Assumption Parish jurors reviewed a rate study for consolidated sewer-district improvements and chose a higher-rate option to support grant funding and reduce transfers from the general fund.

Staff presented two options: raising the consolidated sewer rate from the current $24/month to $30/month (option 1) or $33/month (option 2). The study outlined projected reductions in annual general-fund transfers under each scenario and included multi-year escalation assumptions. Jurors questioned calculations and consistency across districts, noting that consolidated districts must be assessed uniformly.

After discussion about calculation errors and the timing of system upgrades, mister Alcorn moved that Option 2 be selected for submission to the water-sector grant program; mister Matherne seconded and the motion carried. Staff noted the new rate would go into effect only after the treatment plants are installed and operating; the study’s timeline estimates installation around 2025–2026 for new systems.

Jurors also discussed enforcement and billing completeness (identifying customers not paying) and directed staff to reconcile parcel maps and billing lists so that the additional revenues would be properly assessed. Several jurors emphasized communication with residents — including neighborhoods recently subject to a mosquito assessment increase — and asked for clear outreach before any rate change takes effect.

The jury’s selection of Option 2 does not itself change rates; it authorizes submission of the rate plan to state grant reviewers as the funding package is finalized.
